Abstract: The paper takes Lin’an City as sample, studies the supplementary cultivated land in recent five years. The results showed that the quantity, quality and utilization of supplementary cultivated land is not fulfilled its designed function. on the basis of the in-depth analysis of supplementary cultivated land quality, the utilization situation and the implementation of laws and regulations related to management of land law, the paper summarizes the problems existing in the practice of the balance system of farmland in occupation and supplement, and puts forward by setting up correct view of achievements，implementing the accountability system of farmland protection; optimizing the non-agricultural construction land location, taking up less high quality farmland; optimizing the design of the land development and reclamation, improving the quality of farmland and perfecting laws and regulations, strengthening subsequently management works of supplement land to effectively implement the balance system of farmland in occupation and supplement.
