典型农牧区现代农业发展思路研究――以内蒙古包头市土默特右旗为例

摘要： 中国农业正处于由传统农业向现代农业转变的关键时期。发展现代农业，是解决“三农”问题的根本出路。农牧交错区是环境变化敏感、生态环境脆弱的区域，也是国家农业发展和治理的重点区域。内蒙古自治区土默特右旗(简称土右旗)是典型的农牧地区。通过对土右旗基础现状的分析，总结现代农业发展的优势、劣势、机遇、挑战，研究现代农业发展的核心战略问题，提出土右旗现代农业发展思路，进而归纳出农牧区现代农业发展的整体思路，为中国农牧地区的可持续发展提供理论借鉴。

Abstract: China agriculture is in a crucial period of transforming from traditional agriculture to modern agriculture. Developing modern agriculture is the fundamental way to solve the problem of "agriculture, rural areas and farmers". Agricultural and pastoral area is the area of sensitive to environmental, the area of fragile ecological environment, and the key area of national agricultural development and governance. Tuyou Banner is the typical agricultural and pastoral area. According to analysis on present situation of Toyou Banner, summarize the strengths, weakness, opportunity and threats for the development of modern agriculture, study on the core development strategy, put forward modern agricultural development planning ideas of Toyou Banner, then sum up a whole idea on the modern agriculture development of the typical agricultural pastoral areas, provide theoretical reference for the sustainable development of agricultural and pastoral areas in China.
