摘要：

近几年，北京经济建设快速发展，郊区城市化进程加速，征地拆迁量很大。笔者在工作实践中发现，北京市征地拆迁树木、苗木补偿工作中存在的一些问题，主要集中在村民思想观念与生活方式很难转变，对征地拆迁工作不支持；树木、苗木种类复杂，价格评估时容易产生争议；相关管理措施不完善、技术文件缺乏。笔者对存在问题进行讨论与分析，结合拆迁补偿的共性和树木、苗木补偿的特性，提出转变村民传统观念、充分发挥政府职能、建立完善的联动执法机制、建立公开公正的操作机制以及适于北京市的科学评估体系等对策及建议。希望有益于解决争议、保护被拆迁人利益，促进工程推进，最大限度地促进社会公平与和谐发展。

Abstract:

In recent years, with the rapid development of Beijing's economic construction, the process of rural urbanization has been accelerating, and the scale of land acquisition and resettlement get increased, in which process the estimate dissension of the trees and saplings and planting density appear to be a tough issue. With much fieldwork experience, the author analyzed this tangled problem and raised the proposal involving the concept change of the villagers, the establishment of scientific estimate system and the improvement of government functions, protecting the interests of the demolition, such that to promote project’s advance and realize the harmonious development of the society.
