根据泉州市科技特派员创新创业实践，分析科技特派员构成和服务领域，研究科技特派员创业体系及其服务模式。泉州市科技特派员创业工程，以农科教与产学研结合为核心，构建组织领导协调、科技专家支撑、科技项目引领、科技服务平台、科技创业示范等五大创业体系；组建农村科特派、企业科特派、法人科特派、产业科特派和网络科特派团队；创建省、市、县三级科企结合型和科社共建型等科技特派员创业基地205个；组织实施科技特派员农村科技创业和企业创新创业示范工程，助推海西新农村建设。提出建立科技特派员创业长效激励机制和专项扶持资金，组建产业团队科特派和创新创业战略联盟，推进科特派创业工程可持续发展。

Abstract: According to the innovation and venture practice of science and technology corresponddent (STC) in Quanzhou, Analysis STC composition and service field, researches STC venture system and service mo-del. The agriculture-science-education and production-college-Institute model acting as the core, the ven- ture project of Quanzhou STC was established,Constructing five venture system which are the leadership coordination, experts support, S&T project lead, S&T service platform and technology incubation demons-tration;building rural STC, enterprise STC, legal person STC, industry STC and network STC; creating 205 STC venture bases of technology-enterprice and technology-peasant model from provincial, city to county;organizing STC demonstration project from rural venture and enterprise innovation; thrusting the newcountryside construction in Haixi. It was put forward that establishing STC long-term Incentive mech-anism, seting up STC industrial team and innovation strategic alliances, and promoting the sustainable development of STC venture project.
