以信阳7县2区为对象，在对油茶产业调查基础上对油茶产业未来发展做出合理规划。信阳现有油茶15000 hm2，规划建成后种植基地总面积将达到26667 hm2；现有育苗基地8.8 hm2，规划建成后将拥有良种繁育基地14.3 hm2；规划建设开发推广研究中心1处，技术推广中心10余处，明确了开发推广研究中心的任务；对油茶加工企业建设、流通体系建设、产业监督体系建设等做出规划，并对规划实施进度进行了安排、规划实施后的效益进行了展望。
