云南发挥政府的主导作用，调动农民的主体积极性，鼓励和推动社会参与，初步形成了政府主导、农民主体、社会参与的水利投资格局。从社会公平的角度来分析云南农村水利投资机制发现，结果公平导向不足、对农民积极性的调动效果不均、水利投资及收益保障机制不完善成为制约水利发展的障碍。为此，需要完善结果公平导向的水利投资激励机制、提高农民积极性的激励机制，以及农民合作组织水利投资及收益保障机制。

It formed the structure which government led, the peasant acted, social participated, in the investment of rural water conservancy in Yunnan Province. But on the view of social equity, the result was not so fair, and the peasant’s enthusiasm was not moved so much, and the investment and income mechanism were not found. So people should improve and perfect these three investment mechanism.
