梳理了美国通过《莫里尔赠地学院法案》等系列立法保障农业后继有人的做法，阐述了美国2013年农业法案支持新农场和农场主(beginning farmers and ranchers)培养的政策措施。对国内新型职业农民培育提出建议：坚持政府主导地位，加快新型职业农民培育立法，走培育和吸引相结合的道路，强化教育培训在新型职业农民培育中的基础地位。

This paper expound the measures of America to guarantee qualified successors in agriculture by legislation on series of Acts such as “Morrill Land—Grant College Act of 1862”, introduce the policies and measures to support the cultivation of beginning farmers and ranchers in 2013 farm bill, and put forward suggestions to the cultivation of new type professional farmers: highlight the dominant position of government, accelerate the progress of legislation on cultivation of new type professional farmers, insist the cultivation paths which combined cultivation with attraction, strengthen the foundation status of education and training in the cultivation of new type professional farmers.
