笔者论述了种苗产业化的主要组成要素，并综合分析国内外种苗产业现状，分析认为北京种苗产业发展的问题主要涉及缺乏自主知识产权新品种、产业链条不完善、法律法规不健全、销售模式单一化、服务和标准体系不完善、产学研联合体不健全等方面，并有针对性地提出了发展北京种苗产业的发展策略，主要包括转变政府职能并加强调控、发展北京特色花卉品种、细化产业分工、构建花卉种苗质量标准体系和认证机构、开展服务体系建设及建立产学研综合体等主要对策等，旨在为北京市种苗产业化发展提供决策依据。

Essential factors of flower seedling industrialization were discussed in this paper. The results indicated that the problems of flower industry in Beijing were deficiency of independent intellectual flower variety, incomplete flower industrial linking, unsoundness of law and regulation, simple model of sale, imperfect system of service and standard, and deficient of production-college-research union. Strategies of developing flower seedling industry were suggested, such us reinforcing government regulation, cultivating Beijing- characteristic flower variety, refining industrial division, establishment of flower seedlings quality standard system and certification institutions, developing service system and establishing flower seedling consortium, on the base of the analysis of international flower seedling situation, in order to provide policydecision basis for flower seedling industrialization.
