2000-2016年四川省农村气象信息员队伍发展状况分析

Development of Village-level Meteorological Information Staff in Sichuan During 2000-2016

摘要: 目的为了更好为防灾减灾、农业增收工作服务,也为有针对气象信息员队伍发展计划和长期规划提供依据,方法本文以四川为例,基于2000-2016年时间序列数据,运用统计分析方法,分析了农村气象信息员队伍2000-2016年发展特点、影响因素及其发展趋势,并提出了存在问题及对策。结果结果显示:(1)信息员数量呈逐年增长趋势,2008 -2015年接近线性上升,之后增长缓慢。(2)信息员来源和类别从单一逐步到丰富,2009-2011年各类人员比例变动较大,随后趋于稳定。(3)信息员结构不断优化,2008-2010年高中、大学学历人员比例迅速上升,老龄人员比例迅速下降到25%,之后以较高学历人员和30-50岁人员为主,比例趋于稳定。(4)信息员培训和抽查比例2008-2012年快速降低,后逐渐下降并趋于稳定,抽查比例较低。结论四川农村气象信息员队伍十几年来从无到有,发展迅猛,人员素质和结构得到了较大提高和改善,但总体情况仍然不够理想。应重视信息员培养、管理工作,加强部门合作和政府投入,以促进信息员队伍的可持续性发展。

Abstract: To serve disaster prevention and agricultural output increment, and provide evidence for further development of the team of meteorological information staff in rural areas, the authors analyzed the characteristics, influencing factors and trends of the development of village-level meteorological information staff in Sichuan during 2000-2016, and pointed out the existing problems and countermeasures. The results showed that: (1) the number of the meteorological information staff increased year by year, especially from 2008 to 2015, which had a liner increase, but became stable since 2015; (2) the resource and classification of the staff developed from single to rich and had an obvious variation from 2009 to 2011, but became stable later; (3) the staff structure was continuously optimized, the personal ratio of high school and university degree increased rapidly while that of aging reduced quickly to 25% from 2008 to 2010, and became stable since 2011 with the majority of staff with higher education degree and were 30 to 50 years old; (4) the ratios of both training and sampling were rapidly decreased from 2008 to 2012, but became stable since 2012, while it had a poor level in sampling. The team of meteorological information staff in rural areas has developed from nothing in the past decade in Sichuan, the quality of human resource has been improved as well, but the overall situation is still not ideal. Staff training and management should be strengthened, and government investment should be increased to ensure the further development of the team.
