摘要: 为提高灾害信息在防灾减灾决策中的传输时效,采用信息流方法,以模块化的结构,组建灾害性天气信息沟通系统,体现了信息沟通的技术化、简单化、集约化、一体化的特点。在实际运行中表明监测预警、决策支持、应急处置、协调公关、信息处理各模块功能设计合理,目标明确、权责一致、便于操作。

Abstract: The paper aims to improve the efficiency of disaster information transmission in decision-making in disaster prevention and mitigation. The authors constructed a basic framework of information communication mechanism for catastrophic weather, using method of information flow and modular structure. This mechanism reflects four characteristics such as technology, simplification, intensification and integration. In actual operation, those modules such as monitoring and warning module, decision support module, emergency module, coordinated public relations module, and information processing module are well designed, clearly targeted, consistent with the rights and duties, and easy to operate.
