Abstract: Based on questionnaire survey carried out in the main grain production areas, this paper analyzed grain production, supply and demand balance in Fujian Province. It was held that cultivated land resource shortage, poor quality of arable land, grain planting area reduce, total grain output decline, grain scale production and management promotion blocked, grain costs rise, relatively low efficiency of grain, low grain self-sufficiency rate, serious structural contradiction have increased the pressure to food security and arable land protection. Accordingly the countermeasures for food security in Fujian Province were proposed as follows. First, stick to the bottom line of farmland and strengthen arable land utility regulation. Second, rely on high- tech and rise per unit area yield of grain. Third, accelerate the innovation of system and establish incentive mechanism. Forth, change the development concept and ensure grain supply.
