宁夏开发区土地利用存在的问题和建议

摘要： 为了规范宁夏开发区土地利用，加强用地管理，提高开发区整体土地集约利用程度。通过对宁夏16家开发区土地集约利用评价工作成果的汇总分析，提出开发区在土地利用方面普遍存在的问题：（1）发展存在不均衡性；（2）土地利用结构不够合理；（3）缺乏有效监管；（4）用地效益较低。为此提出合理化建议：（1）建立差别化的土地供应和退出机制；（2）出台用地置换扶持政策；（3）执行和制定相关标准和办法；（4）强化对土地使用的监督检查和处置力度；（5）优先使用国有未利用地，促进土地节约集约利用。宁夏开发区土地集约利用程度虽然取得了进步，但与中、东部地区相比还有很大的差距，政府应加强用地管理、加快提升用地效益，不断促进开发区土地的集约、高效利用。

Abstract: In order to regulate land use in Ningxia development zone, strengthen land management, improve the overall development zone intensive land use. According to the 16 Ningxia development zone, land intensive use evaluation results of the pooled analysis, the development zone is widespread in the problems of land use: (1) the development is not balanced; (2) land use structure is not rational; (3) the regulation is not effective enough; (4) land use efficiency is low. In this paper, some reasonable suggestions are followed: (1) building different land supply and exit mechanism; (2) developing land replacement policies; (3) formulating standards and measures; (4) strengthening the supervision and inspection of land use and disposal; (5) giving priority to the use of state-owned unused land, promoting land saving and intensive use. It is concluded that: the degree of intensive use of land in Ningxia development zone has made progress, but there is a great gap compared with the eastern region, central china, the Ningxia governments should strengthen the management of land use, to accelerate the improvement of land use efficiency, continue to promote the intensive, efficient use of land in the development zone.
