Abstract: It has been an indisputable fact that farmers’ property rights lose a lot during the process of rural collective construction land transfer right now. Root of losing is the defects of institution arrangement, thus improving institution arrangement is the basic way to realize and protect farmers’ land property rights. The key to institutional reform is establishing a complete institution system which includes institution of property rights, market, management, legislation and so on.
