公益性农业科研院所的成果转化利益分配制度研究——以天津市农业科学院为例

Benefit Distribution System of Achievements’Transformation of Agricultural Research Institutes for Public Welfare: A Case of Tianjin Academy of Agricultural Sciences

摘要: 【研究目的】为了建立更具激励作用的成果转化利益分配制度,调动农业科技人员的积极性,提高农业科技成果转化率。【研究方法】本研究以公益性农业科研院所为研究对象,采取典型调查和问卷调查方法,探究农业科技成果转化利益分配制度存在的问题。【结果】结果表明,公益性农业科研院所的成果转化利益分配制度存在着“实施困难、成果权属认定单一、成果转化收益来源模糊、利益分配缺乏协调机制”等问题。【结论】为此,建议健全成果转化组织管理体系、厘清收益分配内容和范围、建立长效投入激励机制,以期不断完善和落实成果转化利益分配制度。

Abstract: The paper aims to establish a more incentive benefit distribution system of achievements’ transformation, mobilize the enthusiasm of agricultural science and technology personnel and improve the conversion rate of agricultural scientific and technological achievements. We took the agricultural research institutes for public welfare as research objects, and adopted the methods of typical survey and questionnaire survey to explore the problems existing in the benefit distribution system. The results showed that: the benefit distribution system in the agricultural research institutes for public welfare had some problems, such as “difficulties in implementation, single identification of achievements’ownership, ambiguous sources of the transformation benefit, lack of coordination mechanism for benefit distribution”. So, it is recommended to improve the organization management system of the achievements’transformation, clarify the content and scope of profit distribution, establish a long- term investment incentive mechanism, hoping to constantly improve and implement the benefit distribution system of achievements’transformation.
