对基层农业科研院所人才流失的思考

On the Brain Drain of Agricultural Research Institutes in the Competition of Talents ——Taking Tropical Agricultural Research Units as the Example

摘要: 基层农业科研院所是引领和推动乡村振兴,促进基层农业科技创新和农村经济社会发展的关键力量。本文对基层农业科研院所人才流失的现状进行了阐述,并以广东湛江两个典型的热带农业科研单位为例,分析了其人才流失的问题原因,总结了认识启示,并从重视高层次人才、引才留才“软优势”、开通引才绿色通道和为人才实现价值提供舞台等方面提出了对策建议。

Abstract: Grass-roots agricultural scientific research institutes are the crucial forces of leading rural revitalization, promoting innovation of agricultural technology and driving development of rural economy and society at the grass-roots level. Present situation of serious brain drain was described in grass-roots agricultural research institutes . Moreover, primary reasons of the brain drain was analyzed and enlightenment was summrrized based on two typical tropical agricultural research institutes. Consequently, Proposals according to cherishing high-level talents,attracting talents by forming "soft advantages ”,opening up green channels for talents and providing stage for talents to realize their value are put forward.
