Abstract: The study aims to further promote the development of modern agricultural park in Shanghai. Taking the overall plan of the Sannong issues (agriculture, rural community and farmers) as the starting point, the authors tried to put the innovation function into the connotation of modern agricultural park, discussed the problems found in the study as well as put forward some corresponding countermeasures and suggestions based on the summary of the current development of urban modern agriculture in Shanghai. The research showed that the overall development of modern agricultural park in Shanghai was good, and the innovation function could be combined with the new rural construction, the development of agricultural insurance and the development of resource saving and environment friendly agriculture.
