Abstract: In the 1980s early, village person had been break tradition system fetter with great courage in the Hezhai Village, Yizhou City, Guangxi. The villagers spontaneously organized, through the voting election way, produced China’s first village committee, formulated the ‘Local Regulations’ and the management system, creative had implemented the villagers’ autonomy in China, with the ‘contracted to households’ in Xiaogang Village, Fengyang, Anhui became two major undertaking in China village. Past 30 years, the Hezhuais’ villager autonomy had become a model for the implementation of the national rural villagers’ autonomy after spontaneous exploration, development, rapid development, mature propulsion and development.
