Abstract: Based on consolidating the basic system of household contract management, it was discussed that the accelerating rural land circulation, promoting the sustainable utilization of cultivated land resources, promoting the moderate scale management of agriculture, increasing agricultural economies of scale, and enhancing the vitality of the agricultural market main body is the objective requirement of developing modern agriculture. Many constraints of accelerating the circulation of rural land were analyzed, such as farmer's narcissism complex, grass-roots organizations lacking of guidance, inadequate service system, and weak modern agricultural management. According to system engineering theory, the supply of land circulation market positively, cultivating land circulation market demand, cultivating land circulation intermediary service market, strengthening the supervision of land circulation market comprehensive countermeasures were put forward.
