Abstract: To build a new socialist countryside, achieve the target of production development, well-off life, civilized social atmosphere, clean village and democratic management, the crucial thing is to implement the view of science development, adhere to the people-oriented and strive to improve the overall quality of the farmers, develop a large-scale, well-structured contingent of rural technical personnel and the fourth generation of new farmers. It will have a direct impact on the process of information technology about how to strengthen the cultivation of the rural information technical personnel. In this paper, aiming at the present informationization development in rural areas, generally discussed the importance of training the rural information-based technical personnel in the process of informationization in rural areas, briefly explained the importance of personnel training, the existing problems and development strategies in order to accelerate the informationization development in Chinese rural areas and to promote the construction of new countryside. Meanwhile, the strategy of three-participant working together is proposed in order to implement the rural area informationization with Chinese characteristics in the future.
