Abstract: Various natural disasters occurred in Shandong Province in modern times. Among them, the famine occurred in 1927 was the most serious one, and brought huge damage to life and property of the local people. At that time, the strength of the country was weak and the nation was faced with difficulties. Warlords were dividing the country. The devastation of agricultural famine in Shandong Province brought to the local people were summarized to understand the famine deeply. Then the author summed up the relief activities and pointed out that those activities were very difficult to be performed well, and the basic political goals during the famine, including saving lives, protecting productive forces and restoring the social economy, could not be fulfilled. At last, painful lesson was summed up to remind people this history.
