Abstract: The information technology progress and institutional change both promote agricultural economic growth. Agricultural economic growth is a dynamic process of development, and continues to evolve with the progress of both information technology progress and institutional change. There is a gap between the information technology progress and institutional change in the present situation, and need to explore the path to promote coupling of information technology progress and institutional change. New research shows that Information technology progress is conducive to the transition of traditional agriculture, adjustment of agricultural production structure, enhancing the competitiveness of agricultural products and changing farmer''s production and life style, and Dongting lake ecological economic zone has promoted the change of agricultural loan system and the changes in the supply of rural fiscal system, but there are some challenges such as cognitive inadequacy, the lagging behind of information construction, bottlenecks in deep fusion between information technology progress and institutional change and so on. This is necessary to enhance infrastructure construction of rural information, promote big data construction, strengthening the cooperative governance of regional information and perfect the policy system of intelligent agriculture.
