Abstract:
In order to find better approaches and measures for solving ‘three rural problems’, the authors reviewed and summarized some of new experiences and ideas of agricultural development at abroad, incorporated with some of successful practices in China. According to this practices and theories at home and abroad, the authors argued that China’s governments might take three sorts of measures to put into practice as follows: agricultural industrial clusterization; rural property marketization; farmers’ new urbanization. Based on the three sorts of measures mentioned above, the authors introduced the applications and practices in Huaibei City of Anhui Province through spatial layout planning of Huaibei’s urban-rural harmony, which were the important measures to promote regional urban-rural harmony. While, it was worth noting that three sorts of measures to solving ‘three rural problems’, which concluded from methods of summing-up and deduction, should be verified and revised through more China’s rural reforms and practices.
