Abstract: Fishermen mainly had two kinds of path in the transferring, respectively were the local transferring and remote metastasis. Combining with the current situation, this study compares the pros and cons between the two, and it was thought that local transferring was the better choice for the fishermen. After that, analyze the necessity of local transfer from two angles: the fishery resources and the fishermen; then demonstrate the feasibility of the local transfer in two aspects: the trend of economic of development and the advantages of local nature resources. On this basis, put forward the suggestions to promote the local transferring in job of the fishermen in Zhejiang.
