生态文明建设评价指标与其体系构建的探讨

摘要:

为了强化生态文明建设,在综合分析现有生态文明建设内涵与相关指标体系研究成果基础上,确立了衡量生态文明综合评价指标体系3个层次,第一层次分为3个指标,第二层次分为9个指标,第三层分为38个指标;并通过采用专家打分方法,赋予一级、二级、三级指标相应的权重,指标权重赋予表明生态文明建设对各指标元素的依赖程度,而经济发展仍是生态文明建设的核心与关键;此外,根据不同区域实际所处功能区的不同,需要调整指标与相应权重以更贴近当地发展定位。研究最终结果将为实用层面的生态文明建设评价指标设计与计量提供依据。

Abstract:

In order to strengthen the ecological civilization construction, this article has identified three levels of comprehensive evaluation index system of ecological civilization, the first level was divided into the three indicators, the second level was divided into nine indicators, the third level was divided into thirty-eight indicators on the basis of comprehensive analysis of existing ecological civilization connotation and relevant indicator system. By using expert scoring method, the first grade indexes, second grade indexes and third grade indexes were given corresponding weights. Index weight showed that, the dependence degree was between ecological civilization construction and each index, while economic development was still the core and key of ecological civilization construction. In addition, according to the actual situation in different functional areas, the indicators and corresponding weights needed to be adjusted in different regions to get closer to the local development orientation. The end result would provide the basis for the evaluation index design and measurement.
