Abstract: Based on discussing and analyzing the current development situation and existing problems of the countryside, the paper proposed “3E”agriculture mode by analyzing the domestic and international agricultural development trends and successful experiences. Take the operation mode of Fuxi plantation for an example, we demonstrated the beautiful countryside construction must be based on the theory of "3E" agriculture, with low carbon and high efficiency as the goal, with the ecological cycle as the core and with information technology as the method, urban and rural areas realized linkage development at last. Finally, on the policy background of the integrating development of urban and rural areas, we analyzed the practical significance to develop “3E” agriculture for the construction of the beautiful countryside from the perspectives of economic, social, ecological etc.
