The Empirical Research of Collective Forest Rights Reform Policy Performance Based on the AHP Mmodel

Abstract: In order to quantitatively analyze the reform of collective forest rights policy produces performance, the author used the method of field investigation for 20 days to 10 key forestry counties as original data, using AHP, from the social, ecological, economic functions, established evaluation index system and empirical research. The results showed that: major functions in the forest achieved a certain degree of performance, but not balanced and not coordinated development, in particular, economic function was below the social function and ecological function, it suggesting that the reform of forestry policy economic benefit was not shown completely. So, government should strengthen reform policies with the implementation to achieve policy goals.
