地方农业高校科技竞争力提升的对策研究

Countermeasures of Promoting Science and Technology Competitiveness in Local Agricultural Universities

摘要: 地方农业高校科技竞争力是地方科技发展与创新能力的集中体现。为了研究地方农业高校科技竞争力提升的对策,本文以北京农学院为例,运用调研和实证分析的方法,指出了地方农业高校面临着高层次拔尖人才匮乏、科技经费投入结构不合理、科技成果转化率较低、高水平标志性成果少等问题及其原因,最后研究解决这些问题的一些具体可行的对策。研究表明,通过采取制定明确的符合实际的科技事业发展定位,强化与所在区域经济发展的密切结合,与中央部属高校错位发展和协同合作,提高地方农业高校科技成果转化效率,不断完善科技管理体制和运行机制等几个方面,将能提升地方农业高校的竞争力。

Abstract: The science and technology competitiveness is an important symbol reflecting the development level and innovation ability in local agricultural colleges. In order to study the countermeasures of promoting the science and technology competitiveness in local agricultural colleges, taking Beijing University of Agricultural as an example, this research points out the problems faced by local agricultural colleges through research and empirical analysis. These problems include the lack of top-notch talents, the irrational structure of science and technology funding, the low conversion rate of scientific and technological achievements and the lack of highlevel results. This paper analyzes the causes of these problems and puts forward some countermeasures for improving the scientific and technological competitiveness of local agricultural colleges, including determining a clear positioning of the development of science and technology, combining the self-development of colleges with regional economic development, strengthening characteristic development and collaboration with universities directly under the ministries , increasing the conversion rate of scientific and technological achievements, and improving the scientific and technological management system and operational mechanism.
