新时期农业技术推广研究员职称工作探析

The Professional Title Evaluation of Agricultural Technology Extension Researchers in the New Period

摘要: 根据国家有关政策精神,从1992年起农业系列职称增设了农业技术推广研究员(以下简称农业推广研究员),意义重大。笔者从数量、行业、区域、专业等方面对农业推广研究员情况进行了科学分析。研究发现,农业推广研究员等结合国家需要和各地农业生产实际,积极转化推广科技成果,培养基层农技推广队伍,普及农业新知识、新技术、新成果,为农业增产增效、农民增收做出了贡献。同时,也发现农业推广研究员存在数量少、专业分布不匀、地区间不平衡等问题,对此提出了农业推广研究员评审权限下放、拓宽评审范围、完善评价标准、创新评价方式方法等相应的对策建议。

Abstract: According to the spirit of relevant national policies, it is of great significance to add researcher of popularizing agrotechnique to the agricultural professional title since 1992. Scientific analysis has been made from the number, industry, region and professional distribution. The research found that researcher of popularizing agrotechnique and others, combining the needs of the state and the actual situation of agricultural production in various regions, actively transformed and popularized the achievements of science and technology, cultivated grassroots agricultural technology popularization teams, and popularized new agricultural knowledge, technologies and achievements, thus making contributions to increasing agricultural output and increasing farmers'' income. At the same time, there are also some problems, such as the small number of approved researchers of popularizing agrotechnique, uneven professional distribution, and imbalance between regions. Some corresponding countermeasures and suggestions are put forward, that is, decentralization of the authority of popularizing agrotechnique researchers'' evaluation, broadening the scope of evaluation, improvement of evaluation standards, and innovation of evaluation methods.
