摘要: 为了建立高效、科学的农作物秸秆收储运体系,提高秸秆的综合回收利用率,笔者在综合考察国内外农作物秸秆回收利用现状的基础上,从法制建设、回收利用网络构建、秸秆利用产业化建设、回收利用技术研究、宣传教育等方面提出了中国应对农作物秸秆回收利用的对策建议;以技术对策、管理对策和经济对策的推行促进多方联动,发挥整体系统效益,实现资源的节约,减少农村环境污染。

Abstract: In order to establish efficient and scientific system of crop straw collection storage and transportation, situation of crop straw disposal and recovery in major developed countries were briefly introduced in this paper. Issues relating to the improvement of nation’s legal system, recycling network and disposal and recovery technologies were discussed. Emphasis was also put on education and publicity in China, through technical strategy, management strategies and economic strategies, it could promote multiparty interaction, play overall system efficiency and save resources and reduce environmental pollution in rural areas.
