Design and System Implementation of a Quantitative Evaluation System for Agro-ecological Environment Quality in Beijing

摘要: 笔者围绕“净化水源、清洁空气、改良土壤”三大主题,结合首都“农村生态文明建设”工程总体要求和实际情况,按照农业生态环境监测、评价、治理、再评价的闭环链条,在现有成果的基础上研究构建符合北京市农业生态环境的质量定量评价指标体系,主要包括5大类常规监测与评价指标、3大类8小类23项治理与评价指标,及其与之对应的标准和模型。依据指标体系,采用模型、遥感、地理信息系统等技术,设计开发了具有农业生态环境数据监测、质量评价、治理规划等核心功能的信息系统,实现了北京市农业生态环境的定量评价,并统一了评价数据源标准,尤其突破了大规模定量关联评价的难题,具有较高的评价模型和标准的智能匹配能力。这将为整个农业生态环境领域定量评价做出重要贡献,为北京市制定生态农业环境监测、治理、规划等重要方针政策提供量化依据。

Abstract: This paper focuses on the "clean water, clean air, soil improvement" three themes, with the overall requirements of the rural ecological civilization construction project and the actual situation of the capital , in accordance with the closed chain of monitoring, evaluation, management and evaluation of agricultural ecological environment, according with the agricultural ecological environment in Beijing city , index system of quantitative quality evaluation are constructed based on existing research results,.This system mainly includes 5 categories of routine monitoring and evaluation index, 23 governance and evaluation index of 3 categories and 8 types, and the corresponding standard and model. Based on the index system, using the model, remote sensing, geographic information system technology, designing and developing the information system of agricultural ecological environment .The core function of this system are data monitoring, quality evaluation and treatment planning, then realizing the quantitative evaluation of agricultural ecological environment in Beijing City, and unified evaluation standard data source.In particular, it breaks through the problem of large scale quantitative association evaluation, and has a high ability of intelligent matching of evaluation model and the ability. This will make an important contribution to the quantitative evaluation of agricultural ecological environment, and provide quantitative basis for the formulation of important policies of ecological agriculture environmental monitoring, management, planning and so on in Beijing.
